We are seeking an Infrastructure Application and Database SME (Senior) to serve as the senior technical subject matter expert for infrastructure, application, and database modernization on the MOCAS Critical Stabilization (CS) Proof of Concept (PoC) effort supporting the DCMA/DFAS Joint Program Management Office (JPMO). Provides expert-level support, analysis, and research into designing, architecting, and implementing the transition of MOCAS from its legacy Cincom SUPRA hierarchical database and flat file/batch processing structure to a modern relational database within a cloud-native environment (e.g., AWS, Azure, Google Cloud). Delivers technical direction, interpretation, and alternatives to the infrastructure and database upgrade implementation across the full modernization lifecycle—from requirements analysis and entity-relationship design through prototype deployment and data migration validation. Works on unusually complex technical problems tied to the database upgrade and determines courses of action necessary to achieve desired results. Develops advanced technological ideas and guides their development into a final product. Provides IT services across multiple technical areas including Information Systems Architecture, Database Design and Migration, Cloud Infrastructure, Systems Integration, Software Development Methodologies, Security Engineering, and Communications and Network Systems Management

Responsibilities:

  • Lead the design, architecture, and implementation of the MOCAS database transition from the legacy hierarchical (Cincom SUPRA) database and flat file structure to a modern relational database, ensuring data integrity, transactional storage capability, support for batch processing functions currently embedded in MOCAS operations, and the ability to ingest both legacy flat files and modern file standards (e.g., XML/PDS)
  • Architect and deploy cloud-native database and infrastructure solutions within the vendor-established environment (e.g., AWS), demonstrating that the MOCAS 2.0 prototype can receive files from external systems, process data into required DB fields with necessary updates, and support API integration between the prototype and other MOCAS system interfaces
  • Develop database Entity-Relationship Diagrams (ERDs), design artifacts, and related technical documentation in support of the MOCAS 2.0 system design, collaborating with the Enterprise Architect and Software Architect to ensure alignment with DoDAF/UAF enterprise architecture views, the DoD Digital Modernization Strategy, DoD Software Modernization Strategy, DoD Data Strategy, and DoD Zero Trust Strategy
  • Provide technical direction and expert guidance on infrastructure and database upgrade alternatives, performing functional and technical solutions decomposition to enable solutions analysis and design for the legacy-to-modern database migration—including hierarchical-to-relational schema mapping, data migration planning, and ensuring compatibility with the translated and re-factored MOCAS code (COBOL/Assembler to Java) operating within a microservices architecture
  • Support systems engineering activities by contributing infrastructure and database expertise to the MOCAS LIM Systems Engineering Plan (SEP), requirements management, risk identification and mitigation, integration, interoperability, and configuration management—ensuring the database architecture supports CI/CD pipeline implementation, ICAM architecture, and Zero Trust (ZT) principles.
  • Participate in and support Government technical reviews, including Project Baseline Reviews (PBR), In Process Reviews (IPR), Technical Exchange Meetings (TEM), and prototype demonstrations, presenting database and infrastructure design decisions, progress, risks, and alternatives to Government functional and technical Subject Matter Experts (SMEs).
  • Collaborate cross-functionally with application developers, the DevSecOps engineer, and cybersecurity analysts to ensure the relational database design supports full-stack infrastructure deployments, cloud-native functionality, modern UI/UX data interactions, and the overall MOCAS 2.0 prototype objectives—leveraging AI/ML tools and techniques where applicable to support modernization and automated code translation efforts
  • Other duties as assigned.

Qualifications:

  • Years of Experience: Ten (10) years of overall professional experience in the IT or related field. Five (5) years’ experience with developing database solutions for government business systems. Resume shall demonstrate experience working in legacy system modernization efforts.
  • Education Level: BS in Computer Science, Information Systems, Engineering, IT, or closely related discipline
  • Clearance Requirements: Active SECRET (or inactive within the last 24 months) - Must be a U.S. citizen.
  • Certification Requirements: CompTIA Security+ or equivalent to meet DoD Approved DoD 8570.01-M / DoD 8140 Category IAT Level II Baseline Certification.
  • Travel will be required every 4 to 6 weeks to Columbus, OH for 2 to 3 days at a time.
  • Any other work-related qualifications needed for the role: Must demonstrate experience working with AWS, Azure, and Google Cloud solutions.  Experience with full stack infrastructure deployments highly preferred.  Preferred experience working with AI/ML tools.
