- Perform advanced analysis, design, development, enhancement, implementation, and support of complex software applications.
- Serve as a Subject Matter Expert (SME) for Oracle Commerce Cloud and related Oracle systems.
- Develop and maintain applications supporting:

- Provide daily operational and technical support for Oracle Commerce Cloud and related extranet environments.
- Configure and support Oracle Integration Cloud (OIC).
- Analyze existing application code and design effective technical solutions for defects, enhancements, and business requests.
- Develop, debug, test, and implement application code.
- Participate in code reviews and conduct peer reviews of development work.
- Perform unit and team-level testing before applications are submitted for User Acceptance Testing (UAT).
- Investigate and resolve application defects identified during testing and UAT.
- Support multiple non-production environments and manage the progression of code and changes through development, testing, and subsequent environments.
- Maintain clean and stable testing environments.
- Evaluate new software products, technologies, and integrations and provide technical recommendations.
- Integrate newly selected systems and technologies into the Oracle application environment.
- Develop level-of-effort estimates for enhancements and requests and document estimates for IT and business leadership review.
- Follow established agency Change Management processes and maintain appropriate technical and change documentation.
- Document design decisions, requirements, code changes, testing activities, and implementation details.
- Provide technical guidance and recommendations regarding packaged and customized application software.
- Serve as an SME for supported systems, development tools, processes, policies, standards, and application code.
- Perform advanced troubleshooting, debugging, root-cause analysis, and resolution of application issues.
- Monitor system performance and identify operational deficiencies related to application execution.
- Recommend and implement solutions to improve application performance, stability, and reliability.
- Perform system maintenance activities, including stopping/restarting jobs, integrations, and system monitoring, when required.
- Participate in after-hours maintenance activities, generally between 5:00 PM and 8:00 AM, as needed.
- Collaborate with developers and IT teams on security, quality assurance, backup/recovery, data security, error handling, and system controls.
- Ensure development and implementation activities comply with applicable PCI standards, security policies, Commonwealth standards, and e-commerce team standards.
- Prepare and provide regular status reports covering individual assignments, project progress, performance, training, and potential risks or deviations.
- Assist with software product assessments and provide recommendations aligned with organizational and Commonwealth objectives.
- Establish and contribute to application development standards, guidelines, and customer service practices.
- Perform other related duties as assigned.
