POSITON SUMMARY:

The Operations Manager leads safe, compliant, reliable, and cost‑efficient operations at the NG & NGL Fractionation site in Texas City. This role drives operational excellence through strong operational discipline, production-focused execution, effective resource management, and a high‑performance team culture. Responsibilities include budget and outage management, emergency preparedness, regulatory compliance, stakeholder engagement, and support of site growth through capital projects and cross‑functional collaboration. The Operations Manager reports to the Operations Director of the NG & NGL Fractionation site.

RESPONSIBILITIES:

  • Creates and maintains a culture of safe, compliant, reliable, and cost-efficient operations.
  • Enables Operational Excellence by driving Operational Discipline. Champions sound operational practices, including adherence to site and corporate operational policies, and effective procedure management and use while ensuring compliance with Federal, State, and local regulations.
  • Develops and sustains culture of high performance and accountability by setting expectations, organizing, planning, and leading team activities. Identifies and pursues opportunities for personal and team development to meet business and career objectives.
  • Drives production-centered Operations by ensuring successful implementation of production plan through planning, communication, and management of Area resources. Develops and utilizes operational reports and metrics to make plan adjustments when appropriate.
  • Serves as main point of contact for internal resources such as HES&S, Integrity/Reliability and Business Development as well as key external stakeholders such as Producer customers, local officials, and critical vendors/contractors.
  • Establishes and communicates clear expectations for organizational behavior and manages performance of team members through coaching, mentoring and constructive feedback.
  • Oversees Opex and maintenance capital budget development, ensures grant of authority policy compliance and tracks budget performance versus forecast. Forecasts outage requirements/impacts and outage performance against plan.
  • Supports growth by establishing a proper design basis for capital projects, driving cross-functional participation in hazard/design reviews, and ensuring rigorous functional checkout and commissioning of equipment prior to startup.
  • Coordinates, directs, and documents Emergency Preparedness and Response activities, drills, and training. Serves as Incident Commander and/or other Command Staff role as appropriate during an emergency response.
  • Serves as Responsible Official for all compliance reporting within area of responsibility.

MINIMUM QUALIFICATIONS:

  • High School Diploma or GED required; Bachelor’s degree preferred.
  • Three (3) years leadership experience required.
  • Three (3) years oil and gas industry experience is required; midstream preferred.
  • A valid Driver’s License and excellent driving record
  • Must be able to pass a pre-employment background check and drug test.
