Description of Work
The Procurement and Logistics Manager is responsible for managing all aspects of the SBI Logistics Section including procurement, fixed assets, equipment inventories, surplus, fleet, and agency mail services. This position supervises procurement professionals, the agency fleet manager, and an administrative associate in the mailroom and supply room. This position directs and administers all procurement and contracting functions for the agency in accordance with state purchasing laws, administrative regulations, and agency policies. This position will serve as the primary liaison with vendors, contractors, NC Department of Administration, and divisions within the SBI. This position will report to the Special Agent in Charge of the Logistics Section.Key Responsibilities include but are not limited to:
- Development and implementation of purchasing contract policies, internal operating policies, procedures and guidelines
- Administration of a procurement program in compliance with state procurement laws, regulations, and purchasing procedures established by the agency and the NC Division of Purchase and Contract policy and procedures.
- Establishment of policy and procedure for inventory and property management
- Oversight of warehousing, receiving, and surplus functions.
Position/Physical Requirements:
- Must be able to work 8am – 5 pm, Monday through Friday.

Salary Range: $75,925 - $148,054
Salary will be based on relevant qualifications, internal equity, and budgetary considerations for the advertised position.

The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management also prefers:
Demonstrated experience with governmental agency contracting and competitive solicitation processes
Demonstrated experience with budgeting and governmental accounting principles
Demonstrated experience with contract administration and vendor management
Thorough knowledge of the principles and practices of accounting, inventory control, and asset management
Demonstrated experience following the State of North Carolina property control regulations and fiscal reporting standards

Minimum Education and Experience
Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Bachelor’s degree in business from an appropriately accredited institution AND five years of progressive procurement experience, one year of which must be of a supervisory nature; OR an equivalent combination of education and experience.
Necessary Special Requirements Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.

Per North Carolina General Statute 143B-1209.54, applicants hired into a position certified as a criminal justice officer or justice officer are required to electronically submit fingerprints to the NC State Bureau of Investigation for a state and national criminal history record check and enrollment in the Federal Bureau of Investigation's Next Generation Identification (NGI) System and Criminal Justice Record of Arrest and Prosecution Background (Rap Back) Service. This is in addition to submitting fingerprints during the application process.
Veteran’s and National Guard Preference
Applicants seeking Veteran’s Preference must attach a DD Form 214, Certificate of Release or Discharge from Active Duty, along with the state application.
Applicants seeking National Guard Preference must attach an NGB 23A (RPAS), along with the state application if they are a current member of the NC National Guard in good standing.
