About the Role

The Procurement & Cost Manager is responsible for validating project costs and managing the procurement process across all active capital construction projects within the Infrastructure & Development portfolio. The role functions as the team's analytical and sourcing resource, providing independent cost analysis to ensure Base Power receives competitive, well-justified pricing on construction contracts, consultant agreements, and major vendor purchases.

The position combines cost engineering and procurement functions. On the cost side, the Procurement & Cost Manager develops independent cost estimates, benchmarks bids and proposals against current market data, and reviews GC change orders for accuracy. On the procurement side, they manage the RFP process, evaluate submissions, support contract negotiations, and maintain vendor qualification records across the portfolio.

This role requires strong quantitative and analytical skills, familiarity with construction contracting, and the ability to produce clear, well-supported cost analysis that enables project managers and senior leadership to make informed financial decisions.

What You'll Do

  • Develop independent cost estimates for construction scopes, equipment, and professional services; benchmark bids and proposals against market data to validate that pricing is competitive and well-supported

  • Manage the RFP and bid solicitation process for GC contracts, consultant agreements, and major vendor purchases across all active projects, including bid package preparation, bidder pre-qualification, and proposal evaluation

  • Review GC schedules of values, change order requests, and cost proposals; produce written cost analysis and recommendations for project managers and the Infrastructure & Development Lead

  • Maintain cost databases and historical pricing records to support benchmarking, future project budgeting, and change order negotiations

  • Coordinate with project managers on budget development, cost reporting, and forecast preparation to ensure financial data is accurate and current across the portfolio

  • Evaluate contractor and vendor qualifications during the procurement process; develop and maintain an approved vendor and subcontractor list

  • Coordinate with legal and finance on contract review, execution workflows, and insurance and bonding requirements

What You'll Bring

  • 5+ years of experience in construction cost management, procurement, or quantity surveying in a commercial, industrial, or manufacturing environment

  • Demonstrated ability to develop independent cost estimates and evaluate construction bids against market benchmarks; experience with conceptual, schematic, and detailed estimating across multiple project phases

  • Experience managing competitive RFP processes and evaluating general contractor and consultant proposals

  • Working knowledge of construction contracts (AIA, EJCDC, or equivalent), change order procedures, and cost control methodologies

  • Proficiency in cost estimating and project management platforms; experience with RSMeans, Sage Estimating, Procore, or equivalent preferred

  • Strong analytical and written communication skills; ability to produce clear, concise cost analysis reports for project teams and senior leadership

  • B.S. in Construction Management, Quantity Surveying, Civil Engineering, or a related field preferred

About the Team

The Infrastructure & Development team is responsible for the planning, execution, and delivery of all capital construction projects required for Base Power to operate and scale. The team manages a portfolio that currently includes factory renovation, new factory construction, and office headquarters development, functioning as the owner's representative across all active projects.

The team is structured to provide dedicated project management per active project, with shared procurement, cost management, and process support functions across the portfolio.
