The Program Manager of CyberMarket and GovSpend is part of the Sales and Business Services department, which resides on the Technology Partnerships team and reports to the Director of Technology Partnerships. As our Program Manager, CyberMarket and GovSpend, you will support daily CyberMarket operations, program launch activities, vendor lifecycle workflows, and stakeholder communications. This role is responsible for assisting with vetting, onboarding, process tracking, inquiry routing, data accuracy, and program enhancement efforts. You will be accountable for the overall development, growth, and revenue performance of the CyberMarket program and will own all program operations, partner engagement strategy, and revenue-aligned reporting. This role is also responsible for full ownership of the GovSpend program, including partner coordination, opportunity review, data accuracy, communication workflows and ensuring GovSpend contributes meaningfully to CIS bookings and vendor ecosystem health. Additionally, you will support request for proposal (RFP) capture activities including opportunity identification, requirements review, internal coordination, proposal document preparation, and tracking.
This role plays a key part in executing the launch of the redesigned CyberMarket program and ensures ongoing quality and effectiveness of vendor support, internal processes, stakeholder interaction, and program performance management.

What You'll Do:

  • Contribute to building and launching the redesigned CyberMarket program, including developing and refining documentation, workflows, and communication materials

  • Track launch milestones, risks, and cross‑team deliverables while coordinating with internal teams to maintain schedule alignment

  • Support vendor vetting, onboarding, documentation accuracy, warm lead management, and ongoing vendor engagement

  • Serve as a first‑line contact for CyberMarket inquiries, providing triage, routing, and timely updates to stakeholders

  • Maintain strong knowledge of CyberMarket vendors and offerings to support program operations

  • Gather and synthesize stakeholder feedback, conduct research on vendor solutions and market trends, and maintain accurate data across internal systems

  • Assist with preparation of program performance reports and dashboards

  • Own CyberMarket revenue performance metrics, including contribution to vendor pipeline, influenced bookings, program adoption, and partner expansion

  • Lead the development of scalable program processes that enable measurable revenue impact, program efficiency, and improved vendor lifecycle management

  • Manage and execute all aspects of the GovSpend program, including intake workflows, opportunity qualification, partner interface, communication cadences, analytics, and reporting

  • Ensure CyberMarket and GovSpend program activities align with CIS strategic priorities across State, Local, and Education (SLED) entities

  • Monitor procurement channels for relevant RFP opportunities

  • Review requirements and assess alignment with CIS or vendor capabilities

  • Coordinate with subject matter expects (SMEs), vendors, and staff to gather proposal content

  • Prepare and organize proposal materials and supporting documents

  • Ensure RFP insights feed into CyberMarket and GovSpend strategy to strengthen vendor alignment and program relevance within the SLED procurement ecosystem

  • Other tasks and responsibilities as assigned

What You'll Need: 

  • Bachelor’s degree in IT, Cybersecurity, Business, or related field*

  • 5+ years of related experience in program operations, project management, or vendor management

  • Experience working with or supporting SLED (State, Local, Education) entities, vendor ecosystems, procurement cycles, or government funding structures

  • Ability to manage documentation, workflows, and structured processes

  • Basic understanding of cybersecurity concepts

  • Comfortable reading technical or RFP document

  • Strong attention to detail and organizational skills

  • Experience using Confluence, Salesforce, and Microsoft Office Suite

  • Strong written and verbal communication skills

  • Customer‑service oriented and professional demeanor

  • Must be authorized to work in the United States.

It's a Plus if You Have:

  • Experience in cybersecurity program environments

  • Prior experience in SLED procurement, SLED vendor programs, state contracting, or grant‑funded environments

  • Experience managing revenue‑aligned partner programs or marketplace ecosystems

  • Familiarity with project or program management methodologies

  • Strong analytical and research capabilities

  • Track RFP progress and support post‑submission reviews

  • Experience with RFP capture, proposal development, or government procurement

*Additional years of relevant experience or a combination of an Associate’s degree or equivalent and relevant experience may be substituted for the Bachelor’s degree.

Compensation Range:

$85,000.00 - $148,800.00
