The Project Manager will support the Texas Department of Family and Protective Services (DFPS) on a SACWIS/CCWIS child welfare systems initiative. This role is focused on enterprise project coordination, business process redesign, and structured workstream delivery in support of systems that directly serve children and families. The Project Manager will guide cross-functional teams, manage project documentation and reporting, and facilitate work sessions with stakeholders ranging from direct delivery staff to executive leadership. The ideal candidate brings substantial experience implementing child welfare systems in a government environment and is skilled at building consensus across diverse organizational levels.
Responsibilities
- Manage project activities for a SACWIS/CCWIS initiative, including project planning, documentation, stakeholder coordination, and facilitation of work sessions and requirements meetings.
- Support business process redesign efforts by collaborating with agency teams to evaluate current-state processes, identify improvement opportunities, and recommend next actions to leadership.
- Guide project teams through structured delivery using project plans, work breakdown structures, issue logs, action logs, decision tracking documents, and executive-level reporting.
- Facilitate meetings, requirements gathering sessions, and presentations with stakeholders at all organizational levels, including direct delivery staff, senior management, and executive leadership.
- Manage competing interests from various project stakeholders and facilitate consensus on appropriate next actions.
- Maintain and communicate clear project status, risks, and decisions to key agency leadership.
- Develop and manage project documentation throughout the full project management lifecycle.
- Provide recommendations to agency leadership on systems and solutions that promote efficiency, effectiveness, and the direct delivery of services to clients.
- Coordinate and lead subsets of teams within large enterprise project structures.
- Utilize the Microsoft Suite of tools, including Excel, Word, PowerPoint, Visio, MS Project, and SharePoint, to support project execution and reporting.
Requirements
Minimum Qualifications
- 8 years of experience with project management lifecycle processes and project documentation.
- 8 years of experience implementing SACWIS or CCWIS systems in child welfare or similar human services environments.
- 8 years of experience with systems and solutions that promote efficiency, effectiveness, and the direct delivery of services to clients.
- 8 years of experience in business process redesign.
- 8 years of experience with project documentation, including project plans, work breakdown structures, issue logs, action logs, and decision tracking documents.
- 8 years of experience facilitating meetings, work sessions, requirements gathering sessions, and presentations with all levels of an organization, including direct delivery staff, senior management, and executive leadership.
- 8 years of experience providing recommendations to key agency leadership.
- 8 years of experience guiding project teams and subsets of teams within large enterprise projects.
- 8 years of experience managing competing stakeholder interests and reaching consensus on appropriate next actions.
- 8 years of demonstrated strong verbal and written communication skills across all organizational levels, including direct delivery staff through executive leadership.
- 8 years of demonstrated strong presentation and facilitation skills for leading work sessions and project team meetings.
- 8 years of experience with the Microsoft Suite of tools, including Excel, Word, PowerPoint, Visio, MS Project, and SharePoint.
Preferred Qualifications
- 5 years with a Project Management Professional (PMP) certification.
- 1 year of awareness or knowledge of DFPS systems and programs.
