The Oregon Department of State Lands (DSL) seeks a qualified communications consultant or firm to provide strategic communications support for the implementation and launch of DSLConnect, a new public-facing online system that will replace DSL’s legacy platform. The Contractor will work collaboratively with DSL leadership, project staff, and communications personnel to support public awareness, stakeholder engagement, and user readiness throughout the transition to the new system. Services will include evaluating and enhancing existing communications strategies, advising on messaging and communication sequencing, and developing communications that effectively translate technical project information into clear, accessible content for external audiences.

The Contractor shall develop and deliver communication materials that inform and prepare customers, partners, Tribal governments, agencies, and other interested parties for system changes and implementation milestones. Deliverables may include communication strategies, key messages, website content, fact sheets, frequently asked questions, email communications, outreach materials, presentations, talking points, and stakeholder engagement resources. The Contractor may also provide change-management communications support, participate in project meetings, and provide recommendations to improve communication effectiveness. All deliverables must comply with DSL branding requirements and accessibility standards and be delivered according to a mutually agreed-upon project schedule.
