POSITION SUMMARY

 

The Recruiter is responsible for full-cycle recruiting in support of federal government contracts, partnering closely with Operations, Program Management, Security, Human Resources, and business leaders to identify, attract, and hire qualified talent. This role requires a proactive recruiting professional with strong sourcing expertise, the ability to build and maintain high-quality talent pipelines, and experience managing multiple requisitions in a fast-paced environment.

The successful candidate will leverage modern recruiting technologies, data-driven recruiting strategies, and relationship-based networking techniques to meet hiring objectives while ensuring compliance with federal contractor requirements. This individual will play a critical role in workforce planning, talent pipeline development, recruiting analytics, and continuous improvement of recruitment processes.

 

RESPONSIBILITIES

  • Manage recruiting activities for multiple positions supporting federal government contracts, including high-volume and hard-to-fill roles.
  • Partner with hiring managers and operational leadership to understand current and future staffing requirements, security clearance requirements, certifications, and contract-specific qualifications.
  • Develop and execute innovative sourcing strategies to attract active and passive candidates through networking, referrals, military and veteran organizations, professional associations, job boards, social media platforms, career fairs, and targeted outreach campaigns.
  • Build, maintain, and continuously strengthen talent pipelines to support ongoing staffing requirements, surge hiring efforts, contract startups, rebids, and workforce planning initiatives.
  • Utilize sourcing tools and platforms including LinkedIn Recruiter, Indeed, resume databases, professional networking groups, and other talent acquisition technologies to identify qualified candidates.
  • Leverage recruiting technology and AI-enabled solutions, including UKG Recruiting, Eightfold, Microsoft Copilot, and other recruiting tools to improve candidate identification, engagement, productivity, and reporting.
  • Conduct candidate outreach, screening interviews, and qualification assessments to evaluate experience, certifications, clearance eligibility, and overall fit for assigned positions.
  • Coordinate interviews, facilitate selection processes, and manage offer and pre-employment activities through onboarding transition.
  • Maintain accurate and compliant candidate records, applicant statuses, requisition information, and recruiting documentation within the UKG Applicant Tracking System (ATS).
  • Ensure candidate dispositioning, requisition updates, applicant flow logs, and other recruiting activities comply with OFCCP requirements, federal contractor regulations, company policies, and audit standards.
  • Monitor pipeline health, candidate conversion metrics, and recruiting progress to proactively identify risks and implement corrective actions.
  • Prepare, analyze, and present recruiting metrics including time-to-fill, source effectiveness, pipeline activity, candidate conversion rates, and hiring forecasts to recruiting leadership, operational leaders, and senior management.
  • Recommend process improvements, technology enhancements, and recruiting best practices to improve efficiency, candidate experience, and hiring outcomes.
  • Partner with Recruiting Coordinators, Human Resources, Security, and Operations teams to ensure a seamless candidate and hiring manager experience.
  • Represent the company at hiring events, military transition programs, veteran outreach initiatives, industry networking events, and community recruiting functions.
  • Adhere to company policies regarding data privacy, confidentiality, record retention, and applicant information management.
  • Identify potential recruiting challenges, staffing risks, and process gaps; develop solutions and escalate issues as appropriate.
  • Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday-Friday standard core hours, however some extended or weekend hours may be required.
  • Other duties as assigned.

 

QUALIFICATIONS

  • High School Diploma required; Bachelor's degree preferred.
  • Minimum 2 years of full-cycle recruiting experience with demonstrated success supporting high-volume, professional, operational, or government contract recruiting environments.
  • Proven experience building and maintaining candidate pipelines for complex and difficult-to-fill positions.
  • Strong direct sourcing experience utilizing LinkedIn Recruiter, Indeed, resume databases, networking, referrals, and passive candidate engagement strategies.
  • Experience utilizing Applicant Tracking Systems (ATS), with UKG Recruiting experience strongly preferred.
  • Demonstrated ability to maintain accurate candidate records and ensure ATS compliance, reporting accuracy, and data integrity.
  • Experience preparing and presenting recruiting metrics, hiring trends, pipeline analysis, and workforce planning data to leadership stakeholders.
  • Strong understanding of recruiting compliance requirements, including OFCCP regulations, applicant tracking requirements, and federal contractor hiring practices.
  • Experience using recruiting technology, automation, AI-enabled sourcing tools, and productivity solutions such as Eightfold, Microsoft Copilot, or similar platforms.
  • Excellent communication, influencing, relationship-building, and stakeholder management skills.
  • Strong organizational skills with the ability to manage multiple priorities, competing deadlines, and changing business demands.
  • Proficiency with Microsoft Office Suite including Excel, Outlook, Teams, PowerPoint, and reporting tools.
  • May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.
  • Preferred Qualifications:
    • Experience recruiting for federal government contracts.
    • Experience supporting security, law enforcement, military, intelligence, defense, professional services, or cleared recruiting environments.
    • Knowledge of security clearance processes, background investigations, and government suitability requirements.
    • Experience supporting contract transitions, rapid staffing initiatives, and startup recruiting efforts.
    • Experience utilizing recruiting analytics and workforce planning data to influence hiring decisions and recruiting strategy.
