We are pleased to offer an exciting opportunity for a Regulatory Affairs Specialist to work in a hybrid capacity from one of our offices in Arkansas, Maine, Missouri, Oklahoma, or remotely from Texas.

POSITION SUMMARY

Summit Utilities is a state and federally regulated, local distribution natural gas utility company. The Regulatory Affairs Specialist is involved in execution and coordination of Summit Utilities’ regulatory work, ranging from legal reviews and research to preparation and submittal of regulatory filings. The person in this role will use their knowledge and experience of the state and national utility regulatory landscape to support regulatory cases and projects under the direction of senior regulatory staff. The role requires the ability to develop analysis and proposed options for review by regulatory leadership as well as the ability to prepare materials and updates for leaders, and, as appropriate, support interactions with state and local officials. The ideal candidate will have utility and project management experience.

 PRIMARY DUTIES AND RESPONSIBILITIES

  • Coordinates, prepares, and reviews regulatory submissions to assure rigor, accuracy, and clarity of presentation and compliance with established regulatory requirements and internal procedures.
  • Conducts research and analysis, recommends appropriate course of action, and assists with implementation of approved actions.
  • Prepares, analyzes, and evaluates legal and business documents, memorandums, reports, and/or filings consistent with defined scope, templates and direction provided.
  • Manages and coordinates the discovery process by tracking requests, assigning, and coordinating responses, monitoring deadlines, and escalating issues or risks to Regulatory Leadership as needed.
  • Maintains knowledge of current and emerging regulations, standards, and regulatory proceedings, providing summarized updates to management and cross functional teams.
  • Assists with drafting and preparation of tariff provisions, presentations, and policies to support the Company’s regulatory initiatives. 
  • Tracks regulatory proceedings, compliance obligations, and required actions arising from commission orders, settlements, and stipulations; communicate status updates and flag potential issues.
  • Maintains, updates, and communicates customer rates consistent with approved tariffs and internal guidance.
  • Assists in compiling and maintaining data relating to rates, revenue, and customer billing.
  • Updates the department tracker/calendar and tariff files. 
  • Communicates regulatory information (e.g., deadlines, rate changes, Commission decisions, etc.) that affect them.
  • May assist with invoice review and processing coordination to support timely payment within budget.
  • Operates under general supervision, with increasing independence as proficiency is demonstrated.
  • Other duties as assigned.

EDUCATION AND WORK EXPERIENCE

  • Bachelor’s Degree in related field from an accredited college/university preferred.
  • Experience in regulatory rates or related fields in the utility industry preferred.

KNOWLEDGE, SKILLS, ABILITIES

  • Effective analytical, computer, problem assessment, and problem-solving skills
  • Ability to evaluate and recommend courses of action in response to inquiries. 
  • Knowledge of analytical techniques and regulatory concepts
  • Strong writing and research skills, expected to demonstrate expertise through summarizing complex filings.
  • General knowledge of pipeline systems, facility operations, tariff provisions, and service agreements preferred.
  • Ability to interpret public utility rules and assist in ensuring company compliance.
  • Attention to detail with respect to deadlines and reporting requirements imposed by regulators.
  • Ability to define problems, collect data, and draw conclusions.
  • Tracks assigned regulatory commitments and has the ability to diplomatically hold others accountable on assigned action items.
  • Contributes to the refinement and efficient execution of regulatory processes.
  • Highly effective communication and interpersonal skills
  • Comfort preparing executive-level summaries and participating in briefings with company leadership and Commission Staff as a supporting team member.
  • Ability to effectively utilize Microsoft Office Suite, especially Word, Excel, PowerPoint, and Teams
  • Extremely well-organized. 
  • Ability to multi-task and maintain high performance under pressure in a dynamic, fast-paced environment.
  • Willingness and ability to work extended hours when needed.
