Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.


1. Assists in development of project documentation based on HHSS/DIR requirements. Assists in the development of application on-line help. Conducts requirements gathering with non-technical Subject Matter Experts to understand business process needs and program requirements to create Use Cases, flow charts, acceptance criteria and other documentation needed for system enhancements. Analyzes new and existing business processes to determine how modifications and changes will impact the system. Will serve as a technical expert responsible for working with non-technical and technical stakeholders to ensure clear and effective communication is maintained throughout the Software Development Life Cycle. (30%) 

2. Ensures that design complies with HHSS standards (5%) 

3. Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc. Uses current software development methods/techniques and established development standards (which include testing standards) to ensure the quality and maintainability of applications. (25%) 

4. Provide status reports on enhancement activities and resolution of issues impacting system. Notify immediate manager and technical lead of critical issues impacting the system’s ability to deliver services as designed. Attends regular status meetings to update team members such as developers, business analysts, database administrators and project managers on progress of assigned work. Regularly updates assignments through the use of a ticketing system allowing for the sharing of information with project team members. Provides information to non-technical and technical staff via email, telephone and formal presentations covering such topics as system functionality, data collection processes and other technical issues as needed. Audiences for these communications would be both internal business groups and external entities to the agency including governmental organizations as well as contract service providers. (25%) 

5. Facilitate information sharing to ensure knowledge transfer and the elimination of single points of failure for an information system. This will be done through one-on-one discussions, group sessions to review system documentation, preparation of documentation illustrating system architecture, workflows and dependencies for project deliverables. Update immediate supervisor, other management team members and system stakeholders as needed regarding recommended implementation strategies and solutions. (15%)


All work products resulting from the project shall be considered “works made for hire” and are the property of the HHSC. HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).
