Position Overview

A government agency in Texas is seeking a highly skilled Senior Data Architect (Oracle / AWS / Cloud Modernization) to lead enterprise-level data modernization initiatives. This role is critical to transforming legacy Oracle systems into scalable, cloud-native data platforms, driving performance, security, and innovation across the agency’s IT landscape.

The Data Architect will collaborate with cross-functional teams to design and implement modern data ecosystems that support enterprise transformation goals. This includes leading efforts in Oracle database optimization, AWS cloud architecture, DevOps-based CI/CD data pipelines, and enterprise data modeling. The ideal candidate brings a deep understanding of both traditional database environments and modern, modular cloud frameworks, with the ability to bridge technical execution and strategic vision.

Highly experienced Senior Data Architect responsible for designing, implementing, and modernizing enterprise data ecosystems within a government agency in Texas. This role focuses on transforming legacy Oracle-based systems into scalable, cloud-native architectures on AWS, with an emphasis on performance optimization, data integrity, and high availability. Duties include developing enterprise data models, leading database administration and tuning for Oracle RAC environments, implementing Data Guard disaster recovery solutions, and enabling DevOps-based CI/CD processes for data operations. The position also supports strategic modernization efforts—integrating emerging technologies such as AI, machine learning, and big data analytics—to drive data-driven decision-making across the organization.

Responsibilities

  • Lead design and implementation of enterprise data architecture aligned with agency modernization goals.
  • Oversee migration of legacy Oracle systems to cloud-native platforms (AWS).
  • Administer and optimize Oracle databases including RAC configuration, Data Guard, and performance tuning.
  • Develop and maintain enterprise data models, data warehouses, and data lakes for analytics and reporting.
  • Implement database CI/CD processes within DevOps pipelines.
  • Ensure compliance with data governance, security, and privacy standards.
  • Collaborate with cross-functional teams to evaluate and integrate emerging technologies (AI, ML, Big Data).
  • Support hybrid cloud deployments and on-prem-to-cloud migration roadmaps.
  • Provide technical leadership and mentorship within the architecture and development teams.

 

Services are expected to start 11/24/2025 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1700 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

Position will be 3 days remote with 2 days (Mondays and Thursdays) required to be onsite at the location listed above. ***Subject to change per manager***

Qualifications

Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

  • 8 Years Required - Experience in data architecture, data modeling, and data warehousing.
  • 8 Years Required - Proficient in Oracle Database architecture, administration, and performance tuning
  • 8 Years Required - Hands-on experience with Oracle RAC (Real Application Clusters) configuration and management
  • 8 Years Required - Strong knowledge of data architecture principles and best practices.
  • 8 Years Required - Proficient in writing complex SQL, PL/SQL, procedures, and performance-optimized queries
  • 8 Years Required - Strong knowledge of Oracle Data Guard and high availability/disaster recovery strategies
  • 8 Years Required - Familiarity with cloud-native database services and PaaS offerings
  • 8 Years Required - Experience in database backup, restore, and recovery operations using RMAN
  • 8 Years Required - Proficiency in cloud infrastructure management, including understanding of cloud-based data storage options, cloud security considerations, and best practices for deploying applications in the cloud.
  • 8 Years Required - Develop and maintain enterprise data models, data warehouses, and data lakes to support analytics and reporting.
  • 8 Years Required - Evaluate and integrate emerging technologies such as AI, machine learning, and big data analytics in healthcare.8RequiredAbility to work in DevOps environments with CI/CD pipelines for database changes
  • 8 Years Preferred - Experience transforming monolithic, on-premises data structures to microservice-aligned schemas
  • 8 Years Preferred - Experience with structured Enterprise Architecture practices, hybrid cloud deployments, and on-premise-to-cloud migration deployments and roadmaps
  • 8 Years Preferred - Strong communication skills, with the ability to explain complex technical concepts to a non-technical audience.
  • 8 Years Preferred - Fundamental understanding of the Information Management principles, IT processes, SDLC, architecture and technologies adopted by an organization.
  • 8 Years Preferred - Customer-focused ability to communicate across all levels of the organization.
  • 8 Years - PreferredProactive Leadership style; self-starter and strong attention to detail.
  • 3 Years Preferred - Proven experience within an integrated eligibility case management system.
