SUMMARY

The Senior Director, Talent Acquisition Operations will enhance the full recruiting life cycle by working closely with senior management to implement best-in-class recruiting practices and strategies. This role will focus on leveraging systems, tools, and data to drive recruiting efficiency, increase innovation and enhance the USRC recruitment brand. This role will lead strategic projects, manage vendor relationships, support branding and outreach efforts, and champion the use of current and new tools to optimize the recruiting process. This position reports to the VP, Talent Acquisition, works closely and collaboratively with other TA and HR leaders, and partners across functions, including Marketing, Operations, etc.


Essential Duties and Responsibilities include the following. Other duties and tasks may be assigned.

TA Ops Project & People Management

  • Partner with TA and HR leadership to prioritize and sequence enterprise TA initiatives, balancing speed, scale, and candidate experience
  • Manage projects and strategic initiatives that improve overall TA delivery
  • Develop and implement new program initiatives
  • Partner with business leaders to align talent acquisition solutions with business needs and ensure exceptional hiring manager, recruiter, and candidate experience.
  • Lead implementation process and project plan for new systems or tools
  • Lead, coach, and develop a team of TA Operations professionals, ensuring strong execution and professional growth

Analytics & Insights

  • Serve as a strategic advisor to TA and HR leadership, providing insights and recommendations to improve hiring outcomes and operational effectiveness
  • Translate data and operational concepts into clear, executive-ready insights and recommendations
  • Develop and manage measurement of key talent acquisition success metrics, including requisition, hire, time to fill, source of hire, candidate/hiring manager satisfaction, and funnel metrics.
  • Develop, maintain, deliver and optimize regular reports, including the development or refinement of recruiter dashboards.
  • Proactively analyze recruiting data to detect and report on trends in requisitions, hiring, retention, efficiency, etc.
  • Partner with hiring teams, HRIS team, and leadership to understand reporting needs and develop monthly and quarterly reports accordingly

TA Process & Tools Optimization

  • Maximize the use of current recruiting tools (e.g., ATS, LinkedIn, Indeed, etc,) and propose process enhancements, changes or new tools based on results
  • Lead workflow changes and enhancements in applicant tracking system
  • Lead CXM strategy, including tool management, messaging, recruiting, training and campaigns
  • Critically evaluate current recruiting process, future needs, budget and cost/benefit of vendors to recommend enhancements to existing tools or implementation of new tools

TA Project & Vendor Management

  • Partner closely with TA VP and Sr. Directors to support project needs and strategies to enhance TA processes and systems.
  • Collaborate effectively cross-functionally to prioritize and lead TA projects and ensure close coordination with business/Operational priorities
  • Strategically plan and execute projects, considering dependencies, business needs, market trends, resources, and timelines
  • Track and review vendor deliverables, TA budget, service contracts, and recruiter tool usage to make ROI-based recommendations.
  • Lead monthly and/or quarterly business reviews with vendors, evaluate effectiveness, and suggest solutions.

Employment Brand & Social Media

  • Work in close partnership with the MarComms team and external partners to develop and promote the employer brand online and offline, leveraging targeted websites, professional networks, and social media platforms.
  • Manage programmatic media vendors and campaigns
  • Continually build and maintain networking relationships to broaden the talent community and increase market presence.

Compliance and Integrity

  • Ensure recruitment methodologies and hiring practices comply with government regulations and organizational policies.
  • Represent the company with integrity and professionalism, adhering to all compliance and EEO-related standards and laws
  • Regular and reliable attendance is required for the job.
Preferred Qualifications

Qualifications/Requirements:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Requirements include

  • 7+ years in Talent Acquisition
  • Previous experience with TA reporting, TA Operations, Employer Brand, and/or Project Management
  • Demonstrated expertise in Talent Acquisition tools, systems, and best practices
  • Experience with development and analysis of Talent Acquisition scorecards and reports
  • Experience evaluating, implementing and managing TA tools and process
  • Prior experience in a TA Operations leadership/management position preferred
Pay Range

$150,000 - $165,000 annually
