Nakupuna Companies is seeking a Senior Legislative & Public Affairs Analyst to support Deputy Portfolio Acquisition Executive - Shipyard Operations (DPAE SO), formally NAVSEA 04, strategic planning products. This individual will provide direct support to DPAE SO’s mission of getting ships to sea and keeping them ready. This person will assist the DPAE SO team with a focus on legislative and public affairs in direct support of the DPAE SO mission.

Responsibilities

  • Coordinate congressional staff reports.
  • Prepare draft minutes and/or verbal reports of conferences and meetings. Prepare, produce, and provide briefings and presentation materials for DPAE SO leadership.
  • Track the status of DPAE SO resources through the congressional budget process. Monitor emerging congressional issues which have potential to affect DPAE SO programs. Analyze and report on defense-related legislative milestones.
  • Maintain profiles for congressional defense committee members and staff. Maintain a comprehensive record of materials provided to Congress for reference and purposes of consistency.
  • Draft responses to congressionally related internal DOD and DON requests in preparation for interaction with Congress.
  • Monitor Government Accountability Office (GAO) and Inspector General’s (IG) audits of interest to DPAE SO. Coordinate external audit requests associated with DPAE SO programs. Maintain a comprehensive record of materials provided to GAO and IG for reference and purposes of consistency.
  • Attend and report on Congressional hearings related to DPAE SO areas of interest, as directed.
  • Create and edit articles, news releases, fact sheets, talking points and other written content to stimulate internal and external interest in command accomplishments and enhance understanding of the command, its workforce and mission.
  • Participate in regular meetings (in-person and virtual) to stay abreast of organizational accomplishments and to keep the organization informed of current and upcoming public relations activities.
  • Respond to requests from federal public affairs officers for information in response to external media queries.
  • Identify appropriate media outlets and venues for written content to assist the federal public affairs officer in placing stories for wider dissemination.
  • Help leadership communicate effectively with their employees and the general public.
  • Ensure audiovisual records of events are preserved for internal documentation purposes.
  • Draft speeches, talking points and presentations for the organization’s leadership.
  • Inform DPAE SO leadership of relevant news articles, reports and events, draft and coordinate responses to media inquiries, including web queries. Assist in coordinating media interviews with DPAE SO leadership and coordinate preparation as necessary.  
  • Maintain archive of DPAE SO related media, engagements and bios on defense reporters. Draft press releases, questions & answers, speeches and talking points for DPAE SO leadership. Produce draft and/or update DPAE SO Fact Sheets.  
  • Review and provide comments on the accuracy of content in DPAE SO public web site and Team Ship’s iNAVSEA site as well as DPAE SO iNFUSION sites. Coordinate and maintain historical archive of public release materials.  
  • Coordinate and draft journal articles and/or commentaries for publication in defense trade press.  
  • Draft technically based briefing point papers, critical issues papers and strategic concept documents tailored for a general or specific audience. Provide critical research and analysis of technological, financial and political issues and trends that is likely to influence DPAE SO programs.  
  • Maintain an event calendar aligned to the annual OPNAV budget cycle and important activities of interest to DPAE SO.  
  • Identify and track Naval/maritime/joint expositions and symposia in the United States and allied countries for possible DPAE SO participation.
  • Support development, production and distribution of symposia materials and briefings for DPAE SO leadership. 
  • Keep updated with internet and social media’s evolving trends and emerging technologies relevant to search engines and directories. Maintain awareness of Navy and DOD policies related to posting content.  
Qualifications

Skills/Qualifications: The ideal candidate will be familiar with and have experience with the following technical knowledge, skills, and abilities:

  • Experience communicating with SES/Flag level personnel.
  • Experience with drafting/coordinating/presenting papers, briefings, and presentations at the Flag Officer/SES level.
  • Possess great attention to detail and very experienced using the Microsoft Office suite of applications.

Education and Experience: The following are desirable levels of experience: 

  • Bachelor’s degree in any business or managerial discipline required.
  • A minimum of ten (10) years of professional experience in supporting senior staff personnel with congressional/legislative actions and responses.

Clearance Requirements: Must be a U.S. Citizen with the ability to obtain a government-issued CAC and possess a Secret clearance.


Location: 5 days/week at the Washington Navy Yard.


Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $120,000.00 to $130,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
