As a Senior Manager of Software Engineering within Global Technology Services, you will lead the engineering and evolution of Optum's End User Experience Observability capabilities.
This role is responsible for building and operating platforms that provide actionable insight into the performance, availability, and reliability of critical technology services from the user's perspective. You will lead engineering across network and digital experience observability, using a broad and evolving ecosystem of telemetry, synthetic monitoring, packet analytics, and experience-monitoring technologies.
The ideal candidate brings deep network domain expertise, a solid understanding of telemetry and observability, and hands-on experience with synthetic monitoring and business transaction testing. Experience with platforms such as NetScout nGeniusONE, NetScout nGeniusPULSE, Cisco ThousandEyes, or comparable technologies is highly relevant, but success in this role requires the ability to evaluate, integrate, and adopt new observability capabilities as the technology landscape evolves.

- Define and execute an observability strategy that connects network, application, synthetic, and service-path telemetry into actionable insights
- Engineer, integrate, and optimize observability capabilities across a diverse and evolving technology ecosystem
- Evaluate emerging observability technologies and determine where new capabilities can improve visibility, automation, scalability, or operational outcomes
- Design and scale synthetic monitoring and business transaction testing to proactively validate critical user journeys and services
- Establish telemetry standards, monitoring coverage, performance baselines, dashboards, and alerting practices that improve detection and diagnosis
- Enable rapid isolation of performance issues across network, application, infrastructure, cloud, Internet, and third-party services
- Partner with the AI Operations team to provide high-quality telemetry and event context that supports correlation, anomaly detection, automation, intelligent triage, and proactive service assurance
- Develop automation and integrations using Python, APIs, Ansible, GitHub, and CI/CD practices to improve platform scalability and operational efficiency
- Partner with Network Engineering, Network Operations, application, cloud, infrastructure, and service management teams to improve observability across the technology ecosystem
- Drive signal quality by reducing noise, improving alert fidelity, and ensuring operational teams and downstream AIOps capabilities receive meaningful, actionable data
- Establish operational readiness, governance, resiliency, security, and lifecycle standards for observability platforms
- Lead vendor engagement and technology strategy across observability and digital experience platforms
- Develop engineers and technical leaders while promoting solid engineering, automation, and operational practices

Required Qualifications:
- Undergraduate degree or 15+ years of equivalent technology experience
- 15+ years of experience in Network Engineering, Network Operations, observability, or related enterprise infrastructure disciplines
- 10+ years of experience and deep understanding of enterprise networking, including TCP/IP, DNS, routing, latency, packet loss, jitter, application response time, and service-path troubleshooting
- 10+ years of hands-on experience with enterprise observability, digital experience monitoring, network performance monitoring, or synthetic monitoring platforms
- 10+ years of experience with technologies such as NetScout nGeniusONE, NetScout nGeniusPULSE, Cisco ThousandEyes, or comparable enterprise platforms
- 10+ years of experience translating complex technical issues into clear operational and business impact
- 10+ years of experience communicating effectively and providing stakeholder management across engineering, operations, vendors, and senior leadership
- 5+ years of experience with network telemetry, packet-based analytics, and observability in large-scale enterprise environments
- 5+ years of experience with synthetic monitoring, synthetic transactions, and business transaction testing
- 5+ years of experience correlating multiple telemetry sources to isolate the source of service degradation and user-impacting issues
- 5+ years of experience developing automation and platform integrations using Python, APIs, and/or Ansible
- 5+ years of experience leading engineering teams responsible for enterprise-scale platforms or services
- 5+ years of experience evaluating new technologies, assess architectural fit, and evolve platform capabilities as business and technology requirements change
Preferred Qualifications:
- Experience with Digital Experience Monitoring, End User Experience Monitoring, Network Performance Monitoring, Application Performance Monitoring, or broader enterprise observability platforms
- Experience deploying and operating observability technologies at enterprise scale across multiple vendors and technology domains
- Experience working with AIOps, event intelligence, anomaly detection, event correlation, or automated remediation capabilities
- Experience designing synthetic test strategies for critical applications and user journeys
- Knowledge of enterprise WAN, SD-WAN, campus, data center, cloud, Internet, SaaS, and hybrid network environments
- Experience integrating observability platforms with incident, event management, automation, and service management ecosystems
- Experience with GitHub Actions and CI/CD practices for infrastructure and platform engineering
