ICF is currently seeking Supervisory Case Coordinators capable of leading multiple teams of Case Coordinators working directly with ORR care provider staff and federal staff to make recommendations for the release and/or transfer of unaccompanied children as well as any related case consultations to support the overall best interest of children in ORR custody.  The purpose of this project is to develop and maintain a national case coordination program which provide child welfare-based recommendations for unaccompanied children in Office of Refugee Resettlement (ORR) custody, particularly in the areas of safe and timely release, identification of children with special needs and development of corresponding recommendations, and placement recommendations.

As a Supervisory Case Coordinator, you will directly support multiple teams of Direct Operations Case Coordinators and Case Coordinators working with care provider and ORR staff in carrying out program functions in a way that values transparency and respects the children, families, and staff that serve them throughout the ORR system.

Candidates must have demonstrated understanding of unaccompanied children, child welfare best practice, and the ability to maintain positive relationships with clients and colleagues. In addition, candidates must be bilingual in English and Spanish.

Supervisory Case Coordinators’ duties involve onsite and remote work to accomplish all required duties.  The position does require covering for teams as needed and occasional visits to care provider sites as part of their regular duties.  The teams under the oversight of Supervisory Case Coordinators are assigned to one or more care provider facilities and/or influx facilities as needed.  Up to 10% travel-within region.

Must live within 50 miles from an ORR facility and be available to work some nights/weekends to meet the demands of the role.

Key Responsibilities:

  • Provide oversight and supervision of Direct Operations Coordinators and their assigned teams.  This includes consultation and staffing on complex cases elevated by teams in their assigned geographic regions.
  • Provides input on clinical, safety and well-being issues for behavioral/mental health, physical health, juvenile justice issues, and other specialized needs which impact the care of unaccompanied children and the safe and timely release decisions and level of care decisions for potential transfers.
  • Identifies and elevates emerging trends and/or issues identified by program team (Case Coordinators and Direct Operations Coordinators) to the Lead Supervisory Case Coordinator.
  • Primary point of contact for elevated cases from Direct Operations Case Coordinators and engagement with federal staff as needed.
  • Supervises and evaluates Direct Operations Coordinators in regional area of assignment.
  • Supports the training and performance management of program staff (Case Coordinators and Direct Operations Case Coordinators) in conjunction with the ICF operations team.
  • Conducts on-site visits of program teams (Case Coordinators and Direct Operations Coordinators) for supervision purposes.
  • Other duties related to case coordination goals for unaccompanied children’s safe and timely release and related ORR needs.

Basic Qualifications:

  • Master’s degree in social work or a social science related discipline and 5+ years of demonstrated post-graduate direct service delivery experience working with youth and trauma-informed care.  Licensure is preferred.
  • Alternative: Master’s degree in psychology, counseling, or other relevant behavioral science in which clinical training and experience is a program requirement.
  • 3 plus yrs experience working with immigrant youth, UC and families.
  • At least two years of supervisory experience.
  • Understanding of complex family relationships and dynamics and demonstrated ability to review case files and assess/document information from a variety of sources. 
  • Experience working with MS Office suite
  • English/Spanish bilingual fluency
  • Tier 2 Security Clearance or the ability to secure such clearance.

Preferred Skills:

  • Knowledge of migrant/refugee issues, particularly related to UC and sponsor families and the processes/documentation required for sponsor release.
  • Working knowledge of challenges related to unaccompanied children’s placement and release and post-release services.
  • Experience working for a refugee program.
  • Experience in mental/behavioral health for children or experience with juvenile justice programs.
  • Prior work experience in a consulting environment.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$89,649.00 - $152,404.00
