Technical Program Manager – Test Development

 

Location/ Division Specific Information-  USA – Austin TX /  USA - Remote  

 

 How will you make an impact?-   

 

Jabil is seeking a Technical Project Manager (TPM) focused on Functional Tester Development. This position will directly contribute to the transformative growth within the Intelligent Infrastructure Division. 

 

The TPM role for Functional Tester Development is responsible for leading the complete lifecycle of test system programs — including the design, build, validation, and deployment of functional tester and automated test solutions across multiple product lines and manufacturing sites. This role drives alignment between engineering, manufacturing, suppliers, and customers to deliver high-quality, cost-effective test systems on schedule.  

 

The TPM will coordinate internal resources and multiple external vendors while ensuring transparent communication and reporting to both customers and executive management. 

 

 

 

 

What will you do? -   

  • Manage multiple test system development projects simultaneously, ensuring adherence to scope, schedule, cost, and quality targets. 

  • Coordinate cross-functional engineering teams (Mechanical, Electrical, Software, and Test) to deliver robust and scalable test solutions. 

  • Develop and maintain detailed project plans, risk assessments, and recovery actions. 

  • Lead design reviews, readiness reviews, and program checkpoints across the development cycle. 

  • Oversee the design and build of functional test fixtures and testers for complex electronic products across various industries (Consumer, Industrial, Medical, etc.). 

  • Define test strategies, architectures, and coverage plans ensuring compliance with DFT (Design for Testability) and DFM (Design for Manufacturing). 

  • Support integration and validation activities, including system debug, correlation, and deployment at production sites. 

  • Ensure consistent test standards, documentation, and processes across global test development teams. 

  • Manage multiple vendors for test fixture fabrication, instrumentation integration, and software development. 

  • Evaluate supplier capabilities, track delivery schedules, and ensure adherence to design and quality requirements. 

  • Coordinate with procurement and quality teams for vendor selection, quotation review, and issue resolution 

  • Prepare and present detailed program status reports, including key metrics (schedule, cost, risk, and technical readiness). 

  • Communicate project progress and escalations to customers, internal stakeholders, and upper management. 

  • Facilitate regular technical and business reviews to align expectations and maintain program transparency. 

  • Apply Lean, Six Sigma, and 8D methodologies to enhance test development efficiency and reliability. 

  • Identify opportunities for standardization, automation, and cost optimization within the test development process. 

  • Support process transfer and replication of testers and fixtures across global manufacturing sites.  

 

 

 

How will you get here? -  

 

Education:   

  • Bachelor’s degree in Electrical, Mechanical, or Computer Engineering is required 

 

 

Experience:   

  • 8+ years of experience in Test Engineering, Fixture Development, or Manufacturing Engineering within OEM/ODM/EMS environments is required 

  • 3+ years of experience in program or technical project management, leading cross-functional teams is a must 

 

Knowledge, Skills, Abilities:   

 

  • 4+ years of project management disciplines including scope, schedule, budget, quality, along with risk and critical path management experience 

  • 4+ years of analytical, quantitative, communication, and presentations experience 

  • Proven track record of taking ownership and delivering results in a fast-paced, dynamic environment 

  • Proficiency in Agile, Scrum, or Waterfall methodologies 

  • Excellent interpersonal and communication skills 

  • Creative, self-motivated, accountable, and team-oriented 

  • Able to work independently with minimal oversight 

  • Effective at presenting information and responding to management, clients, and public queries 

  • Capable of influencing others and sharing best practices 

  • Comfortable working as part of a global team 

  • Capable of assessing projects, articulating risks, and developing project milestones 

  • Familiar with stage-gate processes in project lifecycle management (PLCM) 

  • Able to mentor junior project managers 

 

 

Preferred Qualifications:   

  • Proven track record of delivering functional test systems and managing external vendors is a plus 

  • Familiarity with LabVIEW, TestStand, Python, or C# for test automation is a plus 

  • Strong understanding of test instrumentation (DMMs, power supplies, signal analyzers, communication interfaces, etc.). 

  • Experience with ICT, FCT, RF, Optical, Audio, etc
