Director PMO - Strategic Programs

Ichor Systems has an immediate opening for a Director, Project Management Organization - Strategic Programs.  This role operates at the intersection of Operations, Manufacturing Engineering, Supply Chain, and Business leadership, requiring the ability to translate business strategy into executable program plans while navigating the technical and organizational complexities inherent in semiconductor manufacturing environments. The Director will benchmark and identify BKMs within the industry and establish a best-in-class program-execution framework within the PMO. 
This position may be located at either of our Austin, TX or Tualatin, OR sites.

Key Responsibilities:

1. Strategic Program Portfolio Leadership 

• Own and govern the strategic programs portfolio, encompassing product transfers, machine and capability transfers, and strategic transformation programs aligned to Operations’ multi-year roadmap aligned with customer-directed strategic transformation. 
• Partner with senior Operations, Engineering, and business leadership to identify, charter, and prioritize strategic programs that support customer needs, manufacturing scale, site readiness, and operational excellence. 
• Develop and maintain a rolling portfolio view inclusive of program interdependencies, resource demand, budget, risk, and milestone commitments. 
• Serve as the primary escalation point for program issues and decisions requiring executive alignment or cross-functional resolution. 
• Accountable for ensuring that strategic programs within the portfolio are brought to an expected and on-time conclusion

2. Product & Technology Transfer Management 

• Drive end-to-end governance of product transfers between manufacturing sites, ensuring transfer readiness criteria (process qualification, toolset parity, supply chain alignment, quality equivalency) are defined, tracked, and met. 
• Lead machine and manufacturing capability transfer programs, coordinating across facilities, equipment engineering, supply chain, and quality to achieve ramp milestones on schedule and within cost. 
• Establish and enforce transfer readiness milestones and risk analysis (PFMEA) to validate site capability and mitigate risk prior to volume ramp. 
• Ensure compliance with internal change control processes and customer notification requirements associated with site transfers. 

3. Strategic Transformation & Operational Maturity 

• Lead cross-functional programs that advance operational maturity, including manufacturing process standardization, site capability development, capacity expansion, and technology enablement initiatives. 
• Drive manufacturing readiness programs supporting platform transitions, or structural changes to the manufacturing network. 
• Support development of the Operations strategy by providing program-level input on feasibility, resource requirements, risk, and timing. 

4. PMO Governance, Process & Standards 

• Define and institutionalize PMO standards, methodologies, tools, templates, and governance frameworks for the Strategic Initiatives workstream. 
• Implement stage-gate program governance with structured phase reviews, decision criteria, risk registers, and issue escalation protocols. 
• Establish and maintain a program health reporting cadence (weekly/monthly/quarterly) delivering accurate, actionable portfolio status to Operations leadership and executive stakeholders. 
• Develop and manage program budgets, ensuring financial transparency and benefit realization tracking across the portfolio. 
• Drive adoption of PM tools (e.g., Smartsheet, MS Project, Jira, or equivalent) to enable portfolio visibility and cross-functional collaboration. 

5. Stakeholder Engagement & Communication 

• Build trusted partnerships with functional leaders across Manufacturing, Engineering, Supply Chain, Quality, Finance, and Business Units. 
• Prepare and deliver program briefings, portfolio reviews, and steering committee presentations to various levels of the organization, including C-suite
• Facilitate cross-functional alignment forums and program governance meetings, driving decision velocity and accountability. 
• Represent Operations PMO in customer-facing program reviews when strategic transfers or capability commitments are in scope.

6. Team Leadership & Talent Development (Not sure if there is a team?) 

• Lead develop a team of senior program managers and project managers supporting the Strategic Programs portfolio. 
• Establish clear performance expectations, professional development plans, and career pathways within the PMO organization. 
• Foster a culture of accountability, rigor, transparency, and continuous learning across the team. 
• Coach program managers on stakeholder management, risk mitigation, structured problem-solving, and audience-based communication. 

Position Requirements:

• Bachelor’s degree in Engineering, Manufacturing, Operations Management, or a related discipline required. 
• Master’s degree in Engineering, Business Administration (MBA), or related field strongly preferred. 
• PMP (Project Management Professional) certification required; PMP (Program Management Professional) strongly preferred.
• 12+ years of progressive experience in program or project management within semiconductor manufacturing, semiconductor capital equipment, or precision manufacturing environments. 
• 7+ years leading complex, multi-site or multi-functional programs with direct accountability for schedule, cost, and program outcomes. 
• Demonstrated experience leading product transfers, technology transfers, or manufacturing capability transfers in a semiconductor or highly regulated manufacturing context. 
• Proven track record building or maturing a PMO function, including establishing governance frameworks, tools, and operating cadences. 
• Prior people-leadership experience with accountability for team performance, development, and organizational growth.
