Position Overview: 

Leads the Project Management Office (PMO) and oversees the planning, execution, governance, and reporting of complex, multi-million-dollar IT and business transformation programs. Ensures consistent application of project and program management standards, financial discipline, risk management, and executive transparency across the enterprise portfolio. Partners with business and IT leaders to align investments with strategic priorities while ensuring delivery within scope, schedule, budget, and regulatory constraints in a global, regulated medical device environment.

Responsibilities: 

Portfolio & Program Management 

  • Manage a portfolio of large-scale, cross-functional programs and projects spanning IT, Operations, Finance, Quality, and Commercial functions.
  • Oversee delivery of multi-million-dollar initiatives including ERP, MES, QMS, Data & Analytics, Infrastructure, and digital transformation programs.
  • Ensure programs are aligned to enterprise strategy, business value, and transformation roadmaps.

PMO Governance & Standards 

  • Establish and enforce PMO governance frameworks, methodologies, and stage-gate processes.
  • Define and maintain standardized artifacts including charters, business cases, schedules, RAID logs, and status reporting.
  • Ensure alignment with SDLC, validation, SOX, and internal control requirements.

Financial & Resource Management 

  • Own program and project financial oversight, including CapEx and OpEx budgeting, forecasting, and variance management.
  • Partner with Finance to track spend, accruals, and capital utilization across the portfolio.
  • Support workforce planning and capacity management for internal and external resources.

Executive Reporting & Transparency 

  • Provide clear, concise reporting to executive leadership and steering committees on status, risks, dependencies, and financials.
  • Facilitate executive decision-making by surfacing trade-offs, escalation items, and prioritization impacts.
  • Maintain dashboards and metrics for portfolio health, delivery performance, and value realization.

Risk, Issue & Dependency Management 

  • Proactively identify and manage risks, issues, and inter-program dependencies.
  • Lead mitigation planning and escalation for high-risk initiatives.
  • Ensure corrective actions are documented, tracked, and executed.

Cross-Functional Leadership 

  • Partner closely with IT, Quality, Regulatory, Operations, Finance, and business leaders to drive alignment and accountability.
  • Influence without authority to resolve conflicts, manage competing priorities, and drive outcomes.
  • Support change management and readiness activities to ensure successful adoption.

Continuous Improvement 

  • Assess PMO maturity and identify opportunities to improve delivery effectiveness, predictability, and efficiency.
  • Drive adoption of best practices, tooling, and reporting automation.
  • Mentor project and program managers to strengthen enterprise delivery capability.

Qualfications:

Educational Background:

  • Bachelor’s degree in Business, Information Systems, Engineering, or related field.
  • PMP, PgMP, or equivalent project/program management certification preferred.

Professional Experience:

  • 5-8+ years of experience in project, program, or portfolio management.
  • Demonstrated experience managing large, complex, multi-million-dollar IT and business programs.
  • Strong background in regulated environments (medical device, life sciences, or manufacturing preferred).
  • Experience leading ERP or other enterprise system implementations strongly preferred.

Skills and Competencies:

  • Expert knowledge of project and program management methodologies and governance models.
  • Strong financial acumen, including budgeting, forecasting, and capital management.
  • Ability to synthesize complex information into executive-ready insights.
  • Excellent communication, facilitation, and stakeholder management skills.
  • Skilled in managing ambiguity and driving results across matrixed organizations.
