Position Summary:
The Proposal Analyst II is a critical role in supporting the proposal development process for AEP Perkins. The Proposal Analyst II ensures comprehensive support for Government Procurement proposal initiatives, working closely with the Head of Government Channel Operations manager, other proposal team members, and the sales teams to facilitate clear communication, document management, and adherence to timelines and RFP/RFI/RFQs solicitation requirements. Serving as the central facilitator for all proposal-related activities, the Proposal Analyst II oversees assigned RFP/RFI/RFQs schedules, writes assigned proposal content, submits assigned proposal responses, helps identify new leads through government competitive bidding efforts, and adheres to the sales proposal processes to align efforts with solicitation guidelines and internal standards.

This role is ideal for a detail-oriented professional with a strong aptitude for managing complex RFP/RFI/RFQ solicitations,  processes, and solicitation timelines. The Proposal Analyst II will play a key role in ensuring alignment with solicitation requirements and enhancing the overall quality and efficiency of the sales proposal process.


Requirements

Principal Duties & Responsibilities:

  • Proposal Coordination & Documentation:
    • Organize proposal templates, ensuring standardization and ease of use in alignment with RFP solicitations. (Advanced)
    • Write proposal response content that differentiates the company from its competitors. (Advanced)
    • Oversee the central content library to ensure all corporate content, supplemental documents, and proposal supporting material are up to date for proposal use. (Advanced)
    • Coordinates schedules and sets deadlines for proposal activities, ensuring timely delivery for all phases, from initial planning to submission. (Advanced)
    • Oversee post-submission support activities, including clarification requests, deficiency reports, and final revisions. (Intermediate)
  • Program & Project Management:
    • Execute program management of working sessions with the government proposal team, salesperson, leading discussions, and tracking action items to ensure adherence to proposal timelines as needed. (Advanced)
    • Monitor and adjust the proposal schedule as needed, maintaining active communication with stakeholders on key milestones. (Intermediate)
    • Support formal and informal proposal reviews with the Sales Solution Consultant and seller to ensure adherence to company standards and government solicitation requirements as needed. (Intermediate)

  • Project & Program Management:
    • Strong organizational skills and attention to detail to manage complex schedules and overlapping tasks. (Advanced)
    • Ability to prioritize competing demands effectively to meet deadlines while maintaining accuracy and quality. (Advanced)
    • Demonstrated project management experience in cross-functional environments, ideally with matrixed teams. (Intermediate)
  • Technical Proficiency & Documentation Skills:
    • Expert proficiency in Microsoft Office Suite, including Word, Excel, and PowerBI, as well as experience with Loopio proposal generation tool, Google Workspace for Business, Adobe Acrobat Pro, and Salesforce. (Advanced)
    • Exceptional editing and proofreading skills to ensure clarity, conciseness, and alignment with solicitation requirements. (Advanced)
    • Ability to create templates, checklists, and organizational tools to streamline the proposal creation process. (Advanced)
  • Interpersonal & Communication Skills:
    • Team player with strong verbal and written communication skills, with the ability to collaborate effectively across multidisciplinary teams. (Advanced)

    • Knowledge of proposal development processes and best practices is required.

  • Time Flexibility:

Credentials & Experience:

  • Education:
    • Bachelor’s degree ideally in Business, Marketing, Creative Writing, Communications, English, Journalism, or related.
  • Experience:
    • Minimum of 10 years of experience in a related field, with a strong focus on the SLED (state, local, and education) government proposal management, project management, capture management, and/or government procurement/purchasing activities required.
    • Knowledge of the TPA (Third-Party Administrator) Flexible Spending Account (FSA) industry preferred.

Note: The salary range for this position is between $75,000.00 - $80,000.00 annually with added bonus potential.
