The Senior Project Manager will support the Texas Health and Human Services Commission (HHSC). This role plans, budgets, oversees, and documents all aspects of an assigned IT project within a health care insurance systems environment. The Project Manager applies Agile Scrum and/or SAFe methodologies while leading technical software development staff and a customer-oriented Integrated Product Team. The role carries responsibility for project budgeting, User Acceptance Testing oversight, and use of Project Portfolio Management (PPM) systems. The Project Manager relies on experience and judgment to independently plan and accomplish goals, performing a variety of complex tasks with a wide degree of creativity and latitude.

Responsibilities:

  • Plan, budget, oversee, and document all aspects of assigned IT projects.
  • Lead and manage technical software development staff to meet project goals.
  • Oversee a customer-oriented Integrated Product Team throughout the project lifecycle.
  • Apply Agile Scrum and/or SAFe methodologies to guide project execution.
  • Prepare and manage project budgets.
  • Conduct business analysis, business process mapping, and requirements documentation for health care insurance systems similar to CMBHS.
  • Utilize Azure DevOps to track and manage project activities.
  • Manage User Acceptance Testing activities.
  • Utilize Project Portfolio Management (PPM) systems to support project tracking.
  • Exercise independent judgment in planning and accomplishing project goals with a wide degree of creativity and latitude.


Requirements

Minimum Qualifications:

  • 8 years of experience in Information Technology Project Management with Project Management Professional (PMP) certification.
  • 8 years of experience in Agile Scrum Methodology and/or SAFe.
  • 8 years of experience in preparation of project budgets.
  • 8 years of experience in management of technical software development staff.
  • 8 years of experience in management of a customer-oriented Integrated Product Team.
  • 8 years of knowledge of business analysis, business process mapping, and requirements documentation for Health Care Insurance Systems similar to CMBHS.
  • 8 years of experience utilizing Azure DevOps.
  • 8 years of experience in management of User Acceptance Testing.
  • 8 years of experience with PPM systems.

Preferred Qualifications:

  • 8 years of experience in preparation of formal Business Case and Project Charter.
  • Certification as a Scrum Master.

Additional Requirements:

  • Project Management Professional (PMP) certification is required and must be noted on the resume.
  • Candidates must currently reside in the Austin, Texas area. Candidates who reside outside of the local area, including those planning to relocate, will not be accepted.
Work Location and Schedule:
Location: 701 W 51st St, Austin, TX 78751
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding Texas state holidays
Work Arrangement: Hybrid
