The Software Developer II will support the Texas Health and Human Services Commission. The role is responsible for researching, designing, implementing, and managing software programs, along with testing and evaluating new programs as they are developed. The Software Developer II designs, codes, and modifies complex computer programs, subroutines, triggers, stored procedures, objects, classes, and scripts using Angular, C#, ASP.NET, and Oracle Database. This position collaborates closely with other developers, UX designers, business analysts, and systems analysts to deliver reliable, well-tested software solutions. The role applies established development standards and current methodologies to ensure the quality and maintainability of applications supporting the agency's business needs.

Responsibilities

  • Research, design, implement, and manage software programs.
  • Test and evaluate new programs prior to and during deployment.
  • Work closely with other developers, UX designers, business analysts, and systems analysts.
  • Design, code, and modify complex computer programs, subroutines, triggers, stored procedures, objects, classes, and scripts using Angular, C#, ASP.NET, and Oracle Database.
  • Perform testing of assigned programs, including generating test data, writing test scripts and execution sequences, examining test results, and debugging detected errors.
  • Apply current software development methods and techniques along with established programming, documentation, and testing standards to ensure quality and maintainability of applications.
  • Participate in code reviews to ensure compliance with development standards and system and business requirements.
  • Analyze complex business processes and develop corresponding system solutions.
  • Support issue resolution, performance improvements, and ongoing maintenance of programs in development or in production.
  • Apply Agile or Scrum methodology throughout the solution delivery lifecycle.

Requirements

Minimum Qualifications

  • 7 years of experience in computer programming, analysis, and development of complex business processes and system solutions.
  • 7 years of experience in coding, testing, and debugging of programs that are in development and/or requiring support for issue resolution, performance, or enhancement.
  • 7 years of experience with the ability to process information logically, design program and systems logic, and prepare program specifications.
  • 7 years of experience with highly developed oral and written communication skills.
  • 7 years of experience with a high level of interpersonal skills to work effectively with others, motivate employees, and elicit work output.
  • 7 years of experience with knowledge and understanding of Information Technology industry trends and directions, and the ability to relate them to organizational needs.
  • 7 years of experience with knowledge of architectural concepts, principles, and tools relevant to infrastructure, information, applications, and organizational structure.
  • 7 years of experience with knowledge of emerging technologies, both new to the organization and new to the information systems industry.
  • 7 years of experience with knowledge of tools, techniques, and practices for protecting the integrity of corporate data and associated processing, technology practices, standards, and procedures.
  • 7 years of experience with knowledge of solution delivery utilizing Agile or Scrum methodology.

Preferred Qualifications

  • 2 years of familiarity with the agency's information architecture and information management methodologies.
  • 2 years of familiarity with existing and planned software technology and the global, regional, and local software architecture and infrastructure components.

Additional Requirements

  • Candidates must satisfy criminal background checks as authorized by Texas law, as pre-selection requirements may apply.
  • Candidates must currently reside in Texas and be local to the Austin area; candidates residing out of state and planning to relocate will not be accepted.
  • Work over 40 hours per week must be coordinated and pre-approved through the agency.

Work Location and Schedule

Location: 701 W. 51st Street, Austin, TX 78751.

Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding Texas state holidays; may require work outside normal hours on evenings, weekends, and holidays as requested.

Work Arrangement: Hybrid.
