Join a team accelerating the modernization of a large federal agency's enterprise data and analytics ecosystem. This cloud-based platform provides data storage, analytics, governance, and AI/ML capabilities that enable thousands of users to transform data into actionable insights. As demand continues to grow, the team is focused on migrating legacy workloads, streamlining onboarding and support, expanding platform capabilities, and helping organizations across the enterprise adopt modern data and AI solutions at scale. 

 

The Technical Product Manager (also might be seen as Release Train Engineer) maintains the operating system that connects roadmap, backlog, delivery plans, dependency logs, decision tracking, release alignment, Product Ops dashboard inputs, and cross-team coordination. Ensures teams follow common backlog standards, readiness criteria, planning calendars, reporting rhythms, and escalation paths. Works with Agile Delivery Managers, Domain Product Managers, Functional Leads, and the Program Manager to keep risks, dependencies, decisions, and delivery status visible. 


Job Location: Remote, however, strong preference for candidates who live in the Washington DC Metro Area. There will be occasional onsite meetings on the client site in Washington, DC.

What You Will Do: 

  • Maintains the operating system that connects roadmap, backlog, delivery plans, dependency logs, decision tracking, release alignment, Product Ops dashboard inputs, and cross-team coordination. 
  • Ensures teams follow common backlog standards, readiness criteria, planning calendars, reporting rhythms, and escalation paths. 
  • Works with Agile Delivery Managers, Domain Product Managers, Functional Leads, and the Program Manager to keep risks, dependencies, decisions, and delivery status visible. 
  • Apply Product operations, integrated planning, dependency management, decision logs, dashboards, release planning, Agile metrics, and portfolio coordination to support role delivery. 
  • Collaborate with relevant product, engineering, security, governance, quality, and customer-facing stakeholders as required by the role. 
  • Document work products, decisions, risks, and delivery evidence to support traceability and continuous improvement. 

Basic Qualifications

  •   U.S. Citizenship is required due to federal contract requirements. 
  • Candidate must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S. 
  • Candidate must have lived in the U.S. for three (3) full years out of the last five (5) years. 
  • Bachelor's degree in Project Management, Information Systems, Business Administration, Product Operations, Computer Science, Public Administration, or related field; or a high school diploma with four (4) additional years of relevant experience in lieu of a bachelor's degree. 
  • Minimum 6 years of relevant experience aligned to the responsibilities of this role. 
  • Master's degree may substitute for two (2) years of relevant experience. 

Preferred Qualifications

  • Experience leading Agile delivery, product operations, program execution, or Release Train Engineer (RTE) functions within large, complex technology programs. 
  • Experience planning and facilitating Program Increment (PI) Planning events, release planning activities, roadmap synchronization, and cross-team delivery coordination. 
  • Experience managing integrated delivery plans, dependency tracking, decision logs, risk registers, and issue escalation processes across multiple teams and workstreams. 
  • Experience supporting Agile Release Trains (ARTs), Scrum teams, product teams, and delivery leadership through execution planning and continuous improvement activities. 
  • Experience tracking and reporting delivery metrics including milestone performance, feature completion, roadmap progress, velocity, predictability, throughput, dependency health, and release readiness. 
  • Experience coordinating software, data, analytics, cloud, or platform modernization initiatives involving multiple teams and stakeholders. 
  • Experience facilitating collaboration among Product Managers, Product Owners, Scrum Masters, Architects, Engineers, Security teams, and customer stakeholders. 
  • Experience developing executive-level dashboards, status reporting, delivery insights, and program performance reporting. 
  • Experience identifying and resolving organizational impediments, delivery bottlenecks, resource constraints, and cross-functional execution risks. 
  • Experience coaching teams and delivery leads on Agile, Scrum, Kanban, SAFe, Lean, and continuous improvement practices. 
  • Experience utilizing Agile delivery and planning tools such as Jira, Confluence, Azure DevOps, Microsoft Project, Miro, or similar platforms. 
  • Strong understanding of software development lifecycle (SDLC), release management, and enterprise delivery governance processes. 
  • Experience supporting Federal government, healthcare, or other highly regulated environments preferred. 
  • SAFe RTE, SAFe Program Consultant (SPC), PMP, Certified Scrum Master (CSM), Professional Scrum Master (PSM), or equivalent certifications preferred.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$74,090.00 - $125,954.00
