Job Description

RESPEC is seeking a highly experienced CAPPS Recruit Technical Oversight Analyst to support a statewide enterprise resource planning (ERP) environment serving numerous government organizations. This role will play a critical part in supporting and enhancing enterprise HR, payroll, recruiting, and financial systems while providing technical oversight for a major recruiting platform transition from Oracle Taleo Recruit to Oracle PeopleSoft Recruit (TAM/CG).

The ideal candidate combines deep technical expertise with strategic leadership, vendor management experience, and strong stakeholder communication skills. This position will serve as a key technical advisor responsible for solution design reviews, system integrations, vendor oversight, service management, security compliance, and continuous improvement initiatives across a complex multi-agency environment.

Core Responsibilities

In this role, you will provide senior-level technical leadership and oversight for enterprise recruiting and ERP systems. You will collaborate closely with software publishers, managed services providers, business stakeholders, and technical teams to ensure system performance, reliability, scalability, and compliance with established standards.

Responsibilities include supporting Oracle PeopleSoft and Oracle Taleo recruiting platforms, reviewing technical designs and system integrations, validating code and development standards, supporting service desk escalations, managing technical dependencies across multiple systems, participating in disaster recovery and upgrade testing, and ensuring compliance with accessibility standards such as WCAG 2.1.

The successful candidate will also support reporting and analytics initiatives, troubleshoot complex integration issues, participate in audit and security activities, and provide technical guidance for enterprise-wide recruiting and workforce management solutions. Strong communication skills are essential, as this position regularly interacts with executive leadership, vendors, project teams, and business stakeholders.

Qualifications

Required Technical Experience

10+ Years of Experience

· Direct experience working for or supporting Texas state government agencies.

· Technical support, administration, or oversight of enterprise application systems.

· Strategic technology planning and roadmap development.

· Executive-level communications and presentation development.

· Technical project management supporting large-scale ERP initiatives.

· Vendor management and contract compliance oversight.

· Data integration, data quality management, and Software Development Lifecycle (SDLC) methodologies.

· Hands-on technical experience with:

o   Oracle PeopleSoft FSCM or HCM 9.2

o   PeopleTools

o   PeopleCode

o   Application Designer

o   SQL

o   PS Query

o   SQR

o   Application Engine

o   Oracle Database 11g or higher

8+ Years of Experience

· IT Service Management (ITSM) functions and ITIL-based service delivery processes.

· Service desk operations, incident management, and operational support.

5+ Years of Experience

· Technical support of a multi-tenant Oracle Taleo Recruit SaaS environment supporting numerous organizations.

· Experience supporting large-scale recruiting technology platforms and integrations.

2+ Years of Experience

· Experience with at least three reporting and analytics platforms such as:

o   Tableau

o   Power BI

o   Oracle SQL Developer

o   Similar enterprise reporting tools

1+ Year of Experience

· Planning and supporting migrations from Oracle Taleo Recruit to Oracle PeopleSoft Recruit (TAM/CG) or comparable recruiting platform transitions.

Preferred Qualifications

Candidates with the following qualifications will be highly competitive:

· 10+ years of experience applying software and hardware management best practices.

· 10+ years of experience developing technical specifications for IT procurements and vendor engagements.

· 5+ years of hands-on experience supporting Oracle PeopleSoft Recruit (TAM/CG).

· Experience with Agile delivery methodologies.

· Experience with ITIL service management frameworks.

· Familiarity with information security frameworks such as NIST.

· Experience supporting large-scale ERP ecosystems serving multiple business units or government organizations.

· Strong analytical, troubleshooting, and stakeholder management skills.
