Provide on-call hazard mitigation grant coordination and project management for FEMA 404/HMGP and 406 programs in Puerto Rico. Identify mitigation projects, assist subrecipients with grant applications, perform benefit-cost analysis coordination, ensure NEPA/environmental compliance, manage grant timelines and documentation, conduct site visits, and support FEMA submittals using FEMA Grants Portal and ICF DisasTRAX.

The Lead Program Specialist provides grants management support under OHS, leading oversight, analysis, and compliance for Head Start programs, mentoring staff and executing grants.
